Dr. Vadim Bogush has served as the Rector of the Belarusian State University of Informatics and
Radioelectronics (BSUIR) since May 24, 2018. In 2019, he was also appointed Chairman of the Republican
Council of Rectors of Higher Education Institutions.
His scientific and professional interests span a wide range of fields, including materials technology,
coating technologies, micro- and nanoelectronics, microwave technology, information security, and digital
educational technologies.
Dr. Bogush is the author of more than 200 research and educational publications, including 8
monographs, over 70 articles in peer-reviewed journals, 12 patents granted by the Republic of Belarus, and
7 educational and methodological manuals. He is an active member of the Dissertation Defense Councils at
both BSUIR and Belarusian State University.
He currently serves as Editor-in-Chief of the journals BSUIR Reports and Digital Transformation, and
is a member of the editorial boards of Problems of Management, System Analysis and Applied Informatics,
Higher School, and Intellectual Property in Belarus.
Under Dr. Bogush’s leadership, BSUIR has significantly expanded its international presence. Today,

Dr. Maksimtsev has been leading University since 2006. Dr. Maksimtsev serves as Member of the Presidium of the Council of Rectors of St.-Petersburg and is responsible for international relations of the Council.
